The reasoning

Every call comes with its why.

So whoever places the orders can sanity-check a decision, not just take it on faith. Work down it in order: place the BUYs, action the HOLD, start the CLEARs, ignore the rest.

SS-0816 · Hex Bolt M16 Stainless · BUYSet up as order-only years ago, back when it sold about 2 boxes a month. It now sells about 40 a month across 25 customers, so every customer waits the supplier's 28 days. It never shows as a stockout because it isn't meant to be stocked. Order 60 boxes now, and set it up as a stocked item: reorder point about 45, maximum about 85, in this week's import worksheet.
PP-1120 · Nitrile Gloves L · BUY12 days of cover against a 14 day lead time, velocity up 19%. It runs out before a new order can land.
PV-2250 · Ball Valve, PVC 50mm · BUY18 days of cover, 35 day imported lead time, nothing on order. Order 240 units this week, rounded up to the supplier's carton of 24.

Why PU-5100 is a HOLD, not a BUY: the planning worksheet did exactly what it was told. The problem is what it was told. Its reorder point and maximum were set when Ridgeway went live, for about 20 sales a month, and it now sells about 8. Following the worksheet would have tied up another $23,000 in stock that would take over a year to sell. Resetting the settings stops the suggestion coming back.
